An Overarching Principle in International Law & Relations applicable to Intellectual & Religious Disputes; First introduced in 869 AD by Creation of an old Slavonic Autocephaly – an Independent Bulgarian Orthodox Church in Christianity,

     Political development becomes a Misnomer to Socio-economic Growth when it relies on Vague & Circumstantial political interests rather than on Deep Historical Truth engraved in human Consciousness - hearts and minds (National Identity) of any People or Nation around the World. This misnomer reflects not only the behaviour of Political Leaders but also in the chaotic Political decision-making that results in deep crises of Consciousness, Conflicts and Public Misguidance. All these unfortunate socio-economic Phenomena are witnessed now-a-days and reflected in “Global Unrests” taking place in regions around the World. Herein, I would like to narrow down the argument and transcend the existing Political configuration pertaining to the political agenda Governing & Managing East Europe and the west Balkan states.

    My argument will become to be known as my Manifest for Regional Self-Governance & Management of the crises in Ukraine and the Balkan states. From the depth of my Argument in this Manifest I want to lay out the necessity for all Slavonic states to recognize and embrace the need for growth and development of the Slavonic Civilization as a means to Unification & Survival of all states that base their literacy on the Cyrillic Alphabet (developed between 852- 855 AD by Cyril and Methodius – two Bulgarian brothers born in exile) and Religion that falls in the boundaries of the Old Slavonic Church, including Liturgy & Language (since the Independence of Bulgaria’s Old Slavonic church in 869 AD).

    The deepest level of Truth and Unification of the Slavonic People is LANGUAGE & RELIGION – both introduced by BULGARIAN KING Boris I Mikhail in the period 855-880 AD. to all Bulgarians & Macedonians and subsequently to all the rest of Slavic states alike, including Greater Moravia – Czechia, Slovakia 865-910 AD; in Serbia & Montenegro through the wars of the Greater Moravia under king Rastislav until 870 and subsequent wars of the Bulgarian King Simeon I between 893-927 AD.; in Ukraine, Russia, Belarus, Moldova and parts of Romania in 988 (under Ukrainian - Rus KIEV, King Vladimir the Great in 988 AD - Rurik Dynasty & in Russia's Grand Dutchy of Moscow 1263-1388 & since it became a state after Russia fought off the Mongol invasion and occupation in 1480 AD.; and arguably in Poland before & after the Polish-Lithuanian Union - circa 1380 AD.).

    The process of Slavonic Christianisation & Conversion – incl. Literacy and Liturgy, in the First Bulgarian Kingdom, began in 855 AD., immediately after the creation of Cyrillic Alphabet in the period 852-3 AD. It introduced a new Language and Grammar to diminish the influence of foreign Language & Faith; thus, increased the autonomy of Bulgaria and the old Slavonic Civilization throughout the Centuries. The process of religious conversion did not only lead to & provide an autonomous and independent church but also introduced new ways in managing Governing Affairs. The seal of Slavonic Church, for example, was used and had the Power of an Oath in recognition and guarantee for inter- and intra-Government Agreement & Contracts in trade often leading to new LAWS, forging the legal Framework of a number Slavonic states.

   In Contrast to the Catholic and Orthodox Churches, the liturgy of the Slavonic Church encompassed not only the Old Testament and History of the Glorious Bulgaria’s past, but also included aspects of livelihood in the Old Grand Bulgaria state. The Slavonic Liturgy helped all Slavonic states to create a new Civilization and Race that provided a Unique Moral Architecture or Faith. The Moral & Intellectual architecture of the Slavonic Church was based less on Apostolic Traits of the Catholic Church or CULTS/Statues and more on Ecumenical Traits and Character – setting the Belief that Faith is Universal and that all Churches and Christians of all Denominations must Unite and develop close Relation with their Communities and their Churches.

    The Ecumenical Character of the old Slavonic Church led to new Teaching and a new Philosophy of Life uniting People together in Law-building that constituted Consultations & Laws about the Nature of Governance. This type of Character gave way to numerous Deliberations about State-building; introduced new Perspectives about the Nature of Governance, Behaviour and Performance of States! Similarly, now-a-days countries have Parliaments where all important Political or State matters are discussed, and Laws are adopted. This Ecumenical Character, i.e., the new Consciousness of Bulgaria - Moral, Spiritual, Philosophical & Intellectual inner ARCHITECTURE of the Old Slavonic Church surfaced in new LEGAL FRAMEWORKs of Statehood and craft for all Slavonic states in the early centuries of their Existence.

    The Mentality of the old Slavonic Church infused a sense of Stability, Prosperity, and Predictability, as well as a deep sense of Conviction in Righteousness and Justice in the state Consciousness of Bulgaria. Its numerous contributions to Statehood-Building, Development & Growth & its Manners for functional development, served as an example for all Slavonic states and Humanity & later were adopted by the Greek and Latin Churches in the 16 Century AD; thus, its Accomplishments imbued in Talents & Abilities became Universally recognized also by the Catholic and other Churches during that time.

    The impetus of Bulgaria’s King Boris I to confront the hostility of the Franks in 800 AD (under Pope Leo II) became a Success; the new Cyrillic Alphabet, Grammar & Literacy introduced by Boris I in 855 lead to Slavonic Liturgy & autonomous Autocephaly of the Bulgarian Church in 869 AD.; thus, pointed to a new path for Development of Spirituality for all Slavonic States and brought these states to new Heights and Fights for FREDOOM from oppression, Freedom of Consciousness & Freedom of Existence throughout the early- and mid-Centuries in East European Continent.

    Bulgaria’s Religion and Literacy became a corner stone for the development of the old Slavonic Civilization - States, Churches, Spirituality & Liturgy in a single Language-based Alphabet that allowed all Slavic states to Grow and build their Common Identity throughout the Centuries. It is important to note that the origins of the Bulgarian (Slavonic) Church Orthodox, traced from 869-70 AD, lead to its independence from the Byzantine Orthodox Church and served as an inspiration to all Slavic states. This led to the embracement of the rich Spiritual Heritage created in the First Bulgarian KINGDOM.

     The Literacy & Grammar reflected in Church–Liturgy, both, lead to a Legal system constructed from the Deepest Level of Consciousness - Moral, Intellectual and Spiritual Accomplishment of the First Bulgarian Kingdom. A legacy that was denied to Bulgaria by the Turkish yoke and the semi–autonomous period of Bulgaria’s existence during the Russian occupation of Bulgaria after World War II; Russia’s pressure and modification of the old Slavonic History (for the purpose of its territorial expansion in other Balkan states) denied Bulgaria of its rightful claims over its Intellectual, Spiritual and Religious Identity in Macedonia and most if not  all Slavonic States; thus, leading Bulgaria to a forceful recognition of the Macedonian Language in 1946 (a pressure similarly exerted now-a-days by France and EU over Bulgaria’s claims of Intellectual ownership of the Slavonic Literacy and Liturgy).

     The poor understanding of History in the Political Life by Bulgarian Government of Kiril Petkov and its opposing party GERB, lead to an easy conversion of ideologically corrupt political agenda in acquiescence to the French proposal that deprives Bulgaria of a clear recognition that Republic of North Macedonia is of Slavonic Identity, in particular, and the Political History of all Slavonic states, in general, are in fact deeply rooted in the old Slavonic Church, Literacy and Civilization emanating from Bulgaria’s process of Enlightenment and Independent growth through the old Slavonic Church – a process witnessed, highlighted, initiated and accomplished by First Bulgarian Kingdom. This process also led Bulgaria and all Slavonic countries in their development throughout the Centuries.

     The lack of Independent Thinkers and Strategists left behind an important alternative to Bulgaria’s political development rooted in the necessity of Insurrection of the Slavonic Civilization under the auspices of the Bulgarian Kingdom of King Simeon II. This is not an easy task due to the lack of clear description and recognition of the 5 Political Power – Monarchy, in Bulgaria’s Constitution. However, if a Constitutional change is held as a result of a Referendum, then, Bulgaria will be able to forge a seamless Legal and Constitutional Framework that will help expand the EU to include all Slavonic states – Macedonia, Serbia, Bosnia & Herzegovina, Montenegro, Ukraine, Moldova, etc. – in the immediate Future & Russia, Belarus and other Slavonic states, in the distant Future, while both groups are lead into the EU under the Auspices of King Simeon II of Bulgaria.

     Such an approach to managing the integration of all Slavonic States into the EU will infuse the required and necessary Stability; provide a clear-cut Integration Framework recognized by all People & God, thus, serving as:

- A source of Unification of all Slavonic states and Confrontation against the injustice that the World is witnessing in the face of Putin’s aggression and war against Ukraine (along and under the leadership of US, Great Britain, France, Germany, NATO & other great countries);

- Expand the EU market and improve the Coordination of all Slavonic states in the process of EU integration;

- Provide a common market for all Slavonic states for Energy Products and services from the Middle East leading towards enhanced Security & Economic Relation with Middle East Countries and the creation of a Common energy-based EU-Middle East Market;

- Heightening the Slavonic participation and Lobby in EU and International Organizations; incl. greater representation of the Slavonic Elite in World’s Policymaking, Governance, Peace & Stability;

- A means of recognition of Bulgaria’s contribution to all old Slavonic states in their state-building; thus, giving Bulgarians a status of “special-people”  with greater representation in Governance in all Old Slavonic states.
